Chandranagar-Banderdewa 4-lane works likely to start from November
ITANAGAR, Aug 31: The construction works of the proposed 4-lane national highway from Chandranagar to Banderdewa is likely to start from November this year as the Centre is expected to sanction the project by September end.
This was informed to Chief Minister Pema Khandu by Ashwini Kumar, Regional Officer of MoRTH during a meeting in the office chamber of the former on Wednesday.
Pema asked the Regional Officer of Ministry of Roads, Transports & Highways to chalk out an action plan in advance for smoothly carrying out the 4-lane work.
The MoRTH official was accompanied by Chief Engineer, PWD Highway (Western Zone) Bora Ete and Executive Engineer Nani That.
CoSAAP serves 30 days ultimatum to Govt.

ITANAGAR, Aug 31: The Confederation of Service Association of Arunachal Pradesh (CoSAAP) on Wednesday served 30 day ultimatum to the state government to fulfilling its demand of enhancing the retirement age to 60 years and revoking the No Objection Certificate (NOC) required by government employees for promotion and pension.
In a press conference held here today, CoSAAP President Pate Marik demanded for uniformity of service retirement age saying that state government employees like doctors, teachers, MTS, IAS, IPS, IRS, IFS are allowed to serve for 60 years, whereas as many as 29735 remaining employees' retirement age is fixed at 58 years.
"The state government is maintaining three retirement system in the state. There is no uniformity and logic in such system and it's a big injustice towards the rest employees in the name of unemployment", Marik added.
Regarding its demand for withdrawal of NOC system in the matters of promotion and retirement, Marik said that the system of NOC is affecting the innocent employees on timely promotion and retirements. It can be mentioned here that the state government in an executive order for all state government employees irrespective of APST and non-APST employees has made it mandatory to obtain NOC from respective DCs and chief executive officer and also vigilance clearance while on promotion and retirement to stop illegal encroachment and destruction of government properties.
CoSAAP President said that when everyone else is encroaching and destroying the government properties, why is it that the government employees only made accountable. He added that there should be uniform law for everyone in this regard and if that is not possible then the NOC system should be revoked.
Marik further stated that instead of the NOC system the state government should intensify the functioning of the vigilance department to deal with irregularities.
Marik informed that if the state government fails to comply with its two demands by the end of its 30 day ultimatum then it would launch rigorous democratic movement in the form of indefinite pen-tool down strike.
The CoSAAP has also put forward demands for Grant of Children Education Allowances and Transport Allowances as recommended in 6th CPC, implementation of All India Leave Travel Concession (LTC) as per government of India rules, implementation of Medical attendance rules for state government employees, payment of adhoc bonus to non gazette employees from 2014-15, implementation of 7th CPC from September 2016 and payment of full arrears in cash, and grace period of at least five years for making Aadhar Cards mandatory for state government employees.
However, it stated that the rest of the demands can be fulfilled by the state government in phase wise manner but the aforementioned two demands must be complied upon within the end of September.
Meanwhile, in solidarity with the proposed nation-wide strike on September 2 by the central government employees under the aegis of National Joint Council of Action, the CoSAAP members will be wearing black badge on the day while attending office. It will also have a peaceful banner display in the AP Secretariat gate on the day.
Accord top priority to education: Aboh
KHONSA, Aug 31: 56-Khonsa West MLA, Tirong Aboh has urged people to accord top priority to education adding that no place could develop fully sans proper education of the children in this fiercely competitive world.
He said this after inaugurating a 20-bedded boys' hostel at Dapdong Residential Middle School between Chinkoi and Laho about 22 Km from Khonsa amidst a huge gathering. The hostel has been constructed under DoTCL at an estimated cost of Rs 40 lakhs and the work has been executed by WRD.
The MLA emphatically said that the teachers should be willing to travel the proverbial extra mile to provide quality education to the children of educationally backward Dadam area and asked the students to work hard to take the constituency and the district forward.
Aboh asked the people to work in close coordination with the government department and appealed to them to concentrate more on income-generating ventures like agriculture, horticulture, veterinary, poultry, fisheries and other allied sectors for a sustainable development instead of seeking contract work.
While replying to a public memorandum submitted by the people, Aboh further assured to address all their grievances soon.
Lazu CO, Asan Kri and WRD, EE, Bishnu Karki also spoke on the occasion.

Six drugs peddlers arrested
ITANAGAR, Aug 31: Six drugs peddlers were nabbed and 13.558 gms of Brown Sugar were seized from their possession by Chongkham Police during a series of raids conducted in various villages under Chongkham circle recently.
They raids were conducted following reports of brown sugar peddling and consumption in Chongkham area by a joint team of police and public of the area led by OC Inspector Thomas Pertin of Chongkham Police Station under the close supervision of Namsai SP CK Mein from August 27 to 30 in various villages, including Chongkham, Gunanagar, Chakma-I and Chakma-II.
Five cases of brown sugar possession were detected during the raids, OC Pertin informed.
The youths, GBs and women activists of the respective villages extended their full support and cooperation to the Police during the raid, Pertin said.
'Govt making all efforts to start medical college'
ITANAGAR, Aug 31: State Government is making all efforts to start the Medical College in Naharlagun at the earliest, said an official release. Responding to the news item published in this daily on August 31 under the caption "Arunachal miss the bus, fails to submit required papers to Medical Council of India," the Director of Medical Education, T & R, clarified that although there was a notification No.DME, T&R/MC-1/2015-16 Dated 15th May' 2016 to this effect that the Academic Session will start from 2017-2018 onwards it was done for the purpose of submission of application to Rajiv Gandhi University for affiliation etc. The Chief Secretary has sent a letter to the Vice Chancellor, RGU regarding affiliation and a response in this regard is awaited, the release said.
It was further clarified that the State Government has created 471 posts in principle for the Tomo Riba Institute of Health & Medical Sciences,
recently for making the Medical College functional which is also pre-requisite as per Medical Council of India norms vide notification No.DME, T&R/P&D/2/2016/Pt Dated 12th July'2016.
Regarding submission of documents to the MCI, the release further clarified that as on date, the Department of Health & FW has not submitted any documents to MCI due to want of fulfillment of MCI norms such as appointment of faculty members, construction of Academic Blocks etc. However, a letter from State Government was written to GOI seeking relaxation of norms for recruitment of faculties (in service specialists) and Establishment of Medical College in Arunachal Pradesh.
The appointment of faculty members, infrastructure, Lecture Halls, Central Library, dissection hall, laboratories etc & affiliation with RGU are prerequisites for obtaining Letter of Permission from MCI which are yet to be fulfilled, the release said.
AGF appeals Govt for creation of forest protection force
ITANAGAR, Aug 31: Arunachal Green Foundation (AGF) today called on Chief Minister Pema Khandu and urged to create forest protection force in the state. Underscoring the need for such force, AGF Chairman Takam Tatung said that state's virgin forest cover, green pastures, stream and rivulets are being destroyed due to excessive human interventions.
Such indiscriminate destruction of natural resources is causing irreparable loss to the state, he said while observing that state forest department alone is unable to check such wanton damage to state's forest resource.
The AGF also suggested the Chief Minister to make provision for use of traditional attire as school uniform in state government run schools. This will not only promote local weaves but will provide economic opportunities for local weavers, opined Tatung.
Further the AGF requested for making provision of Intensive Care Unit (ICU) in all general and district hospitals. Submitting five-point memorandum to the Chief Minister, the foundation requested for juvenile jails in state capital and in all district headquarters. Also the memorandum included demand for compulsory implementation of bio-metric attendance system in all government offices.
Admin warns erring FPS dealers of stringent action
YINGKIONG, Aug 31: The local administration of Mariyang in Upper Siang district has cautioned Fair Price Shop (FPS) dealers that strict action would be taken against those erring FPS dealers, who are found indulging in corrupt practices like black marketing.
Mariyang ADC (i/c) Tage Appa, who presided over the sub-divisional level meeting to streamline public distribution system and implementation of NFSA-2013 at his office chamber on Wednesday, said that administration will adopt zero tolerance approach to black marketing of rice meant for poor and needy beneficiaries. Appa directed the FPS dealers to properly maintain records as per the guidelines of NFSA.
DFCSO Anom Apang advised FPS dealers for proper implementation of DBT Model-1, Model-2 and Model-3 and also asked them to co-operate with the local administration for implementation of NFSA-2013.
Stressing on linking of Aadhar numbers with bank accounts, he suggested the beneficiaries of various schemes to submit their Aadhar cards and bank account immediately.
The FPS dealers urged the Departments of Food & Civil Supply to continue the implementation of Model-3 of NFSA citing lack of basic facilities, like internet, power Supply. DIPRO
Arunachalese lads find berth in Shillong Lajong FC
ITANAGAR, Aug 31: Three Arunachalese boys have been selected by Shillong Lajong Football Club, after a trial in Shillong on August 23.
Jacob Sonam (Tara) was selected for under-18 category while Gemo Loyi of Aalo, West Siang and Mingam Taloh of Siang district were selected in under-16 category.
Jacob, son of Tage and Mepung Sonam (Tara) of East Kameng was a student of the prestigious Mohan Bagan Sail Football Academy before joining the Shillong based club.
He has also booked a place for himself in the Subroto Cup which is slated for October.
"The selected players will play in under- 16 and 18 I- League, All India invitational tournaments etc besides Subroto and Shillong school level tournament" Shillong Lajong FC coach Gumpe Rime said. "At the moment they are preparing for the I-league U-16 and U-18 and Subroto Cup as well," he added.
Meanwhile, East Kameng Football Association has congratulated Jacob for the selection and hoped that the young footballer would shine in football world.
186 cases of sexual offences against women in Arunachal in 2015
NEW DELHI, Aug 31: A total of 186 cases of sexual offences against women have been reported in Arunachal Pradesh in 2015.
The sexual offences cases included rape, attempt to commit rape, assault on women with intent to outrage her modesty and insult to modesty of women.
Among the north eastern states, Assam reported a highest of 6,636 sexual offences against women, followed by 609 in Tripura, 231 such cases in Meghalaya, 141 in Mizoram, 133 in Manipur, 53 in Nagaland and 29 such crimes in Sikkim, as per National Crime Records Bureau (NCRB) data released on Wednesday.
Over 34,600 cases of rape have been reported across the country last year with Madhya Pradesh and Delhi topping the infamous list of states and union territories respectively.
A total of 34,651 rape cases were reported in India in 2015. Among these, in 33,098 cases the offenders were known to the victims.
The rape victims were among the age group of below six years to over 60 years.
Madhya Pradesh has reported 4,391 rape cases, a highest among the states whereas the national capital has reported 2,199 such cases--highest among the union territories.
Nearly 3.27 lakh cases of crimes against women were reported across the country. Of these over 1.3 lakh were sexual offences--1.2 lakh in states and 9,445 in union territories.
Among the rape cases, Maharashtra reported 4,144 such incidents. A total of 3,644 and 3,025 rapes were reported in Rajasthan and Uttar Pradesh, the data said.
As many as 2,251 rape cases were reported in Odisha, Assam (1,733), Chhattisgarh (1,560), 1,256 in Kerala, West Bengal registered 1,129, 1,070 in Haryana and 1,041 in Bihar, it said.
Among the union territories, 72 rape cases were reported in Chandigarh, 36 in Andaman and Nicobar Island, eight in Dadar and Nagar Haveli, five in Daman and Diu and three Puducherry. No such crime was reported in Lakshawdeep.
Of the total sexual offences against women, Maharashtra reported a highest of 16,989 cases, 12,887 in Madhya Pradesh and 11,343 in Uttar Pradesh. As many as 9,359 such offences were reported in Odisha, 8,873 in Rajasthan, 8,274 in West Bengal, 8,049 in Andhra Pradesh and 6,044 in Telangana.
Chhattisgarh reported 3,500 such cases, 1,743 in Gujarat, 1,738 in Bihar and 270 in Goa.
Punjab has reported 2,164 cases, 1,633 in Tamil Nadu, 737 in Himachal Pradesh and 623 in Uttarakhand.
Among the union territories, Delhi has reported 9,104 sexual offences against women, followed by 164 in Chandigarh, 98 in Andaman and Nicobar Islands, 47 in Puducherry, 13 in Dadar and Nagar Haveli, 12 in Daman and Diu and seven in Lakshawdeep, the data said.
In the category of states that reported criminal cases against women, a total of 35,527 were in Uttar Pradesh, 33,218 in West Bengal, 31,126 in Maharashtra, 28,165 in Rajasthan, 24, 135 in Madhya Pradesh, 23,258 in Assam and 15,931 in Andhra Pradesh, it said.
Among union territories, a total of 17,845 cases of crime against women were registered. Of these, 17,104 were in Delhi alone, 463 in Chandigarh, 136 in Andaman and Nicobar Islands, 80 in Puducherry, 28 in Daman and Diu, 25 in Dadar and Nagar Haveli, and nine in Lakshawdeep.

Forum demands recruitment of Asstt. Prof of Anthropology in DNGC
ITANAGAR, Aug 31: Rajiv Gandhi University Research Scholars' Forum (RGURSF) in a memorandum has appealed to the Education Minister for early recruitment of Assistant Professor in the Department of Anthropology at Dera Natung Government College, Itanagar.
The Forum, in its memorandum, stated that the Directorate of Higher and Technical Education, Government of Arunachal Pradesh issued a notification wherein the Governor of Arunachal Pradesh has approved for introduction of Anthropology course in under graduate level in DN College, Itanagar. But despite repeated pleas, the Government has not responded positively to the long-pending demands of the Anthropology students, the memorandum said.
The Forum also urged the Education Minister to introduce Anthropology subject at Government College Tezu, Government College Bomdila and Arunachal University, Pasighat.
"Anthropology subject was introduced in Rajiv Gandhi University in 2001 under the aegis Arunachal Institute of Tribal Studies (former Department of Tribal Studies), which is now functioning as an independent Department since June, 2012 where the 12th batch is presently pursuing their education. Seven scholars have so far been awarded Ph.D and 30 Arunachalee students have already cleared UGC-NET/JRF examination," the memorandum said.
St. Claret College, Ziro is the lone private college which is offering courses in this subject, the Forum said, and urged the Minister to do the needful for early introduction of the subject in those colleges and Arunachal University, Pasighat so properly utilize the services of the human resources available.
Siang district administration gives emphasis on education, health and agriculture
PANGN Aug 31: While chairing the development cum coordination meeting with the HoDs, prominent leaders and PR members of Siang district on Wednesday, the Siang Deputy Commissioner Rahul Singh has laid emphasis on three major sectors like education, health, agriculture and urged government officials and employees to work with dedication for the wellbeing of the people of the district in particular.
Issues like shortage of teachers, absenteeism, mid-session transfer, teacher-student ratio, infrastructure development, dismal performance of Riga Secondary school etc were also discussed in the discussion to revamp the education sector.
Singh stressed upon zero tolerance towards teachers' absenteeism and cautioned that stern action would be initiated against absentee teachers. They should dedicate themselves for the betterment of the students, DC said adding that teachers were widely responsible for human resource development and should do their duty with a missionary zeal and dedication.
Shortage of doctors, specialists and medical staffs etc were also discussed to provide quality health service to the people.
Informing that the district administration is working for all round development of the new born district and leaving no stone unturned, the DC said administration is making all out efforts to ensure that best health infrastructure is available and adequate staffs are posted in the district.
Other issues like the need to revamp various mini-hydel projects in fastening the pace of various undergoing developmental works in the district, problems related to public utility service etc were also discussed in the meeting. Pasighat Meat Market Association cries for justice

PASIGHAT, Aug 31: While showing their deep resentment over district administration's recent order halting the selling of meat at Pasighat Bazaar near APMC fish market, the Pasighat Meat Market Association has staged protest against the order on Tuesday and threatened to continue the protest until their genuine demands are met.
The Pasighat Meat Market Association led by its President Dana Ratan appealed to the East Siang DC to let them run their business from near the APMC fish market instead of the distant 2 mile.
While sharing their grievances, the meat vendors has said that they have been facing lots of hurdles in running the business from 2 Mile market as there has been cases of robbing off their hard earned money and meat by unruly youths.
The association submitted a petition demanding the DC to revoke the order served on August 24.
The association strongly pleaded the authority to relocate the meat vendor at Panchayat Building near APMC fish market. If not fulfilled, the association threatened to launch democratic movement.
The association has also questioned the sincerity and commitment of local MLA Kaling Moyong, who is said to have promised them of shifting the said market at Panchayat Building during the time of election campaign.
All Arunachal Pradesh Labour Union East Siang Unit has also supported the cause of the meat vendors and appealed to the concern authority not to do injustice with the poor vendors.
Tani Jamoh, President, AAPLU East Siang has said that district administration needs to revoke the order as the very order is 'biased and unjust'.
It is being observed that, even common public are facing hardship of going to APMC market at 2 mile to purchase meat, as most families don't have vehicle to move from main market to meat market at 2 mile. The shifting of the same market adjacent to main market would also reduce the hardship of common denizen.
Planning department bids farewell to Millo Bida
ITANAGAR, Aug 31: Planning Department bade farewell to its longest serving Director Millo Bida, who retired from Govt. service on superannuation on Wednesday, in a function held in the Conference of the Planning Department.
The officers and officials of Planning Department, including the District Planning Officers, remembered the contribution of Bida in the growth and expansion of Planning Department in the State.
Bida joined in government service as a UDC in the DCs office at Ziro. Later, he worked as a Technical Assistant in DRDA before joining in Planning Department as a Research Officer in 1989. He was promoted to the post of Deputy Director in 1993 and Joint Director in 2001. He had served in the post of Director since 2004.
During his long and illustrious career in the Planning Department, Bida played a crucial role in formulating major policy of the State Government. The officers and officials of Planning Department wished him a happy and a healthy retired life.
Meanwhile, the officers and officials of RCS office bade farewell to Bhagirat Prasad, peon, who retired from Govt. services on superannuation, in a function chaired by Repo Ronya, in-charge RCS.
Governor summons Assembly session
ITANAGAR, Aug 31: The Arunachal Pradesh Governor, J P Rajkhowa has summoned the state's sixth Legislative Assembly to meet for its tenth (Special) session on Sept. 7 and 8 next.
In exercise of the powers conferred upon him by Clause (I) of Article 174 of the Constitution, the Governor summoned the Assembly session to meet in the State Legislative Assembly Chamber at Naharlagun, according to an official release.
Hayuliang Aseembly seat declared vacant
ITANAGAR, Aug 31: The Arunachal Pradesh State Legislative Assembly Secretariat has on Wednesday declared the seat of 45-Hayuliang Assembly Constituency as vacant following the death of MLA Kalikho Pul on Aug 9 last.
Incentives enhanced
ITANAGAR, Aug 31: The Governor of Arunachal Pradesh has enhanced the rate of incentive to bonafide Arunachal Pradesh Schedule Tribe (APST) candidates, who qualify the Preliminary and Main Examinations in All India Combined Civil Services Examination conducted by Union Public Service Commission (UPSC).
The incentives have been enhanced from the existing Rs 1,00,000 to Rs.2,00,000 for Preliminary and from Rs.50,000 to Rs.3,00,000 for Main examinations.
The enhancement has been approved by the Finance Department, according to a government notification.
Governor, CM greet people on Solung
ITANAGAR, Aug 31: Governor J P Rajkhowa and Chief Minister Pema Khandu greeted the people of the State in general and Adi brethren in particular on the festive occasion of Solung.
Both the Governor and the Chief Minister hoped the festivity will usher in peace, communal harmony and happiness in the society.
In his festival message, the Governor said, "Arunachal Pradesh is a Land of Festivals. With its numerous tribes and sub-tribes, the people of the State celebrate indigenous festivals throughout the year and highlight the State's rich indigenous culture. Festivals mark the spirit of joy and celebration apart from demonstrating the rich cultural heritage of the people."
The Governor expressed hope that the celebration will aid in preserving the treasured age-old cultural heritage and traditional values of the Adi community.
"May 'Kine Nane', the Goddess of Crops and Prosperity, 'Dadi Bote', the God of Animal Kingdom, 'Doying-Bote', the God of Wisdom and all other benevolent deities shower their blessings on entire mankind and herald peace, progress, prosperity and happiness for one and all," the Governor wished.
Khandu offered prayers to Almighty Doying-Bote and Kine Nane and hoped that with their blessings the year will witness bumper harvest, prosperity and peace everywhere in the state.
"Ours is a distinct state with several tribes and communities residing side by side for ages and maintaining their own unique indigenous culture and traditions. Despite our varied diversity, we as Arunachalee are united and take pride in our indigenous cultural heritage. This cultural mosaic has to be maintained, preserved and propagated at all costs while keeping in tact our unity in diversity, Pema said in his festival message.
Pema appealed people of all faiths and community to join their Adi brethren in celebration of the joyous socio-religious festival with pomp and gaiety.
"May this Solung be harbinger of our unity," he said.
Former chief minister Nabam Tuki also extended greeting to the people of the state, particularly the Adis on the occasion of Solung.
"Solung is a festival reflecting the nature's seasonal blessings on the farmers. With the arrival of the Solung Festival, the people engage themselves in cultivation and pray Kine Nane and Doying-Bote for bumper crops and free the humanity from all diseases and misfortune," Tuki said in his festival message.
"Let the festival be a harbinger of brighter future of the state," Tuki added.
Relief materials provided to fire victims
YINGKIONG, Aug 31: Members of the All Upper Siang District Student Union led by its President and Assistant General Secretary, Kalak Tagi and Tutung Taruk respectively, on Wednesday met the Aug 29 last fire victims here and distributed relief materials like rice, blankets and other household materials.
The cause of fire is suspected to be a short circuit. However, there are no reports of any human casualty in the incident. The Union has further appealed to the GoAP to provide compensation to the fire victims at the earliest. (DIPRO)
Training on climate resilient agricultural technologies conducted
ITANAGAR, Aug 30: In all, 53 farmers mostly women took part in a three-day long farmers' awareness-cum-training programme on climate resilient technologies conducted at ICAR Research Complex for NEH Region, Arunachal Pradesh Centre, Basar under National Innovation on Climate Resilient Agriculture (NICRA) research project which concluded on Wednesday.
The main objective of the programme was capacity building and livelihood improvement of resource poor farmers of the state.
Addressing the programme, ICAR Basar, Joint Director, Dr. R. Bhagawati gave a brief overview of need of climate resilient technologies in the current era of climate change and urged farmers to adopt new technologies to adapt with the changing environment.
KVK West Siang, Project Coordinator, Dr. CS Raghav spoke about climate and weather and its significance in agri-allied sectors while, Incharge Technical Officer, Agromet, K Bhagawati gave summary on trend and impact of current climate change on socio-economic life of people of Arunachal Pradesh. He also briefed on the uniqueness of current climate change and role of sms service of Gramin Krishi Mausam Sewa in alleviating its impact.
The farmers were also made aware of significance of agroforestry and homestead gardening in increasing secondary income of farmers as well as in adaptation and mitigation of greenhouse gases. Training on water harvesting technologies, low cost pig rearing system, off-season cultivation of vegetables using low cost playhouses, techniques of Vermi-composting and fish rearing using low cost site-specific techniques etc, were also imparted to the farmers.
Solung celebration begins

RUKSIN, Aug 31: The celebration of Solung, the main agricultural festival of the Adis began on Wednesday.
The celebration at Depi village under Nari Circle was attended by former MP Tapir Gao, public leader Karto Kaye of Nari and others.
Community people of all walks of life gathered at Depi village community hall with their best traditional attires and celebrated the festival with great enthusiasm.
Ceremonial Mithun sacrifice, Taku-Taabat, discussion on mythological aspects on Solung festival, offerings and prayers to Kiine-Naane for bumper harvest and well being of domestic animals were the main highlights of the celebration.
Addressing the revelers on the occasion, Gao urged the community members not to mix politics with the culture and appealed to all to take part in the celebrations irrespective of their caste, creed and religion.
Karto Kaye urged the community members to preserve their age-old rich traditional culture to keep their ethnic identity intact. He recalled Solung festival was first celebrated at Roing and later it got due recognition from the government in 1967. Since then, the Adis have been celebrating the festival every year, he said.
Among others, Depi village head Gaon Burah Tapur Tali, celebration committee president Tapir Mibang, Tageng Tali, Tamat Gamoh spoke on the occasion.
Reports week-long Solung celebration also poured in from Pasighat, Mebo, Korang Sille-oYna and Ruksin circles of East Siang and Lower Dibang Valley district.

Eye donation awareness rally
ITANAGAR, Aug 31: To create awareness among public on the importance of donating eyes, a rally was organized by "Saksham" in collaboration with NSS unit of VKV, Roing and Health Department of Roing at Roing on Tuesday.
The rally, which started from VKV school gate at 5.45 am, passed through main thoroughfare of the township and culminated at VKV school auditorium at 8.30 am. The students VKV Roing and Intaya Public School participated in the rally.
Later, a brief meeting was organized in the school auditorium, wherein Eye Specialist Dr. C Tayeng of Govt. Hospital Roing explained the importance of eye donation in view of acute shortage of donated eyes to treat corneal blindness. He also explained in details how to donate eye and process of cornea transplantation.
General secretary "Saksham" L Kashinath informed about various activities conducted at different part of India by "Saksam" for the welfare of differently abled children.
Scout Masters and Guide Captains training for teachers
CHANGLANG, Aug 31: Sixteen teachers working under Newman Educational Society have successfully completed Scout Masters course while 12 teachers completed Guide Captains course in a week-long basic training course for Scout Masters and Guide Captain at Holy Rosary School which concluded on Wednesday.
The course was conducted under the auspices of Newman Educational Society, Miao and the leader of the course of Scouts wing was SC Tiwari, Leader Trainer while Guide wing was Chhaja Lowang, Assistant Leader Trainer. They were assisted by Gautam Bhattacharyya, LT(C), R Dixit, ALT(S), Ms D Tangha, Dist. Trainer and Organiser, Basic(G).
The staff from Christ King School, Khonsa, St George, Deomali, St Savio, Kanubari, Holy Rosery School, Changlang, Mother Theresa, Kharsang, Light of the World, Miao, St Jude Diyun, St Mary's Namsai, KBM, Tezu, Divine Word School, Roing participated in the week long programme.
The valedictory function was attended by OC of Changlang Police Station B Tangzang, who gave away the certificates to the trainees.
Bishop Georage Pallipparambil, President of Newman Educational Society also visited trainees during the training period and exhorted them to undergo it sincerely.

APWWS unit conducts awareness meeting at Mechuka and Tato
AALO, Aug 31: A team of Arunachal Pradesh Women Welfare Society (APWWS), Aalo unit conducted a series of meeting at Mechukha and Tato recently to create awareness among the women on various social evils, duties and responsibilities of women as a mother and wife towards her family and husbands etc.
The team also heard various problems and grievances of womenfolk in the area.
APWWS' Aalo unit president Marbom Riba Bagra called for more vibrant movements throughout the district. APWWS Advisor Ige Jini spoke on various evil practices like polygamy, child marriage prevailing in the society and the ill effects of these practices. She also explained on the importance of marriage registration. Advisor Yiyang Bunying stressed on unity among the womenfolk.
APWWS unit General secretary Hoksum Ori dwelt at length on the importance of maintaining good health and sanitation practices, cleanliness, education for girl child, ill effects of drug addiction, domestic violence etc.
Participating in the meeting, Mechukha ADC Tumge Loya appreciated the effort made by APWWS to generate awareness on the role and responsibilities of the women. DIPRO
Pema emphasizes on proper use of RTI Act
ITANAGAR, Aug 31: Chief Minister Pema Khandu in a meeting with the State Information Commissioners led by its Chief, Joram Begi in his office chamber today emphasized on constructive use of Right to Information (RTI) Act.
He suggested that the Govt and the State Information Commissioners must jointly sensitize people of the state about the RTI Act by organizing awareness campaigns in the districts.
The visiting delegations apprised the Chief Minister about the proposed decennial Celebration of RTI Act 2005, which the CM assured to provide all support.
During the meeting, issue of housing the Commission in a permanent building was discussed. The delegation also highlighted other issues that hampers the effective functioning of the Commission.
CM assured to address all the concerns raised in a time bound manner so as to enable the Commission to discharge its mandate unhindered.
Begi was accompanied by Information Commissioners, Abraham Techi, Eken Riba and Matheim Linggi and T. Dupak, Deputy Registrar.
Workers' Union resents order
ITANAGAR, Aug 31: The All Arunachal Pradesh Workers' Union (AAPWU) has strongly condemned the recent order by the Executive Engineer, Naharlagun Highway Division, PWD Nirjuli, discontinuing the services of the labourers engaged at the NH 415 on daily wage with effect from Aug 31.
According to the order No. NHD/W-12/2016-17/492-95, dated 25/08/2016, all the labourers engaged at NH-415 on daily wages were discontinued w.e.f 31/08/2016 temporarily till further order as the Division was facing lots of difficulties to manage resource for labour payment.
Claiming that the order will adversely affect the poor workers, the AAPWU has appealed to the Chief Engineer Highway Western Zone to reconsider the said order in the interest of the labourers.
BSG training camp
ITANAGAR, Aug 31: Bharat Scouts & Guides (BSG) of Papum Pare district organized three days district level Tritiya Sopan Training Camp from August 28 to 30 at Don Bosco School, Jollang, Itanagar.
Seventy Scouts and Guides from six schools of Itanagar, including GHSS, Arunodaya, GSS, P Sector, GMS, ESS, Hornbill Eng. School GMS, Jollang and Don Bosco School participated in the training.
The training mainly focused on character building, personality and life skill development among Scouts and Guides to become responsible citizens.
Training on knot tying, lashings, compass and map reading, estimation, yoga practices, hand and whistle signal were conducted. Hiking and camp fire were other attraction of the camp.
They also organized a cleanliness drive from Don Bosco to GMS, Jollang during Hike programme.
The valedictory function held on August 30 was attended by Malo Yam Gollo, DDSE, ICC cum State Commissioner (Guide). Principal, Don Bosco Fr. Athishu Anthony.

Committee seeks re-survey
ITANAGAR, Aug 31: The Kurung Kumey District National Highway Development Committee (KKDNHDC) in a representation to the Chief Secretary sought for immediate re-survey on land acquisition for compensation in Kurung Kumey district for execution of Trans-Arunachal Highway. The committee further said that though the compensation amount for TAH affected people has been sanctioned by the highway authority, the district administration is not paying the compensation amount. It also requested the Chief Secretary to direct the district administration to expedite highway work at earliest.
Avenue plantation prog by Aalo Forest Division
AALO, Aug 31: Aalo Forest Division conducted an Avenue Plantation drive at Aalo Town starting from Sipu Puyi Colony on Wednesday.
West Siang Deputy Commissioner Pige Ligu, Superintendent of Police Mari Riba, DFO Nyali Ete and host of officers from forest department took part in the plantation drive, in which a large number of saplings were planted on road sides of Sipu Puyi Colony.
This plantation drive is considered important due to felling and trimming of old aged trees by the district administration for safety of human life and properties. DIPRO
Union condoles Gora Pada's demise
ITANAGAR, Aug 31: The All Kra Daadi District Students Union (AKDDSU) has deeply condoled the demise of former President of All Arunachal Priest Association and prominent social worker of Palin Chambang, Gora Pada.
In a condolence message, the Union termed his death as a great loss to Nyishi community and prayed to the Almighty for the eternal peace of the departed soul and to give enough strength to bereaved family to bear the irreparable loss.

Government of India yesterday approved 16 highway projects in 11 states to be executed
at a cost of Rs 7,457 crore. The projects sanctioned include five projects under
SARDP-
Major section of work under Trans Arunachal Highway Project is still progressing
at snail pace. In some stretches the work is yet to start due to compensation issues.
The contractors have also not been able to achieve the desire progress in most of
the stretches. The work progress is very minimal and it is deeply worrying everyone.
MoRTH should put pressure on contractors to complete the work on time as per the

False propaganda
Dear Editor,
Many people are of the view that after the closure of wine stores would push many young people to drugs. In my opinion this is a false propaganda and misleading. We first need to analyse the type of drinkers who are likely to turn to drugs. In Arunachal Pradesh or elsewhere in India, we have three types of drinkers.
Firstly, we have those who are called ‘social drinkers’ who are limited to their
social drinks at homes, parties, weddings and within their friend circles. These
people are mostly educated and in control of what they are doing. They can’t be drug
users by any stretch of imagination. Secondly, there are hard drinkers who drink
to arouse the rebel in themselves or to trigger domestic violence. These are mostly
uneducated and are live in the semi-
So who are the potential drug users? They are the type of people who drink regularly out of sheer frustration and are unable to control themselves while drinking. They drink in order to forget something or to develop a sense of power. They include both educated and uneducated lot who think that life is full of a bed of thorns and nobody loves them. They alienate themselves from their families and start drinking till they are broke. All their money goes in buying liquor. These men slowly become alcoholics which in turn leads to a diseased state of mind.
Therefore becoming an alcoholic is a disease which needs prevention and cure. Alcoholics are most likely to turn to drugs which may cause more harm than alcohol. It is therefore not correct to assume that all drinkers would ultimately become drug users.
